Attorney Mansfield read~Ordinance No. 822, this being an Ordinance declaring the assessment on property benefited for the cost of construction of curbs on both sides, gutters bn both sides, and paving of Seventh Street from Ash Street to Hazel Street in the city of Central Point. Discussion- Motion Mushaney, second'Robison to approve Ordinance No. 822. Roll call vote. Motion carried. Ordinance No. 822 declared duly adopted. Attorney Mansfield read~Ordinance No. 823, this being an Ordinance declaring the assessment on property benefited for the cost of construction of curbs, on both sides, and paving of Manzanita Street from Front Street (Highway 99) to North Tenth Street in the City of Central Point. Willard Singleton, 712 Maple Street, came to the council to discuss his drive- j way. Contractor put in tow driveways instead of a double one he had requested. D. .Wynne, 445 w. Pine Street, requested the ,council replace his driveway, which had been removed to allow flood water to ,be released during the 1965,~flood. Motion carried. . ~, ' Mr Thiel, X57 r~. 9th Street, requested his drivet~ay ,be extended to allow 'forproper `entrance., Street ,Committee will check the foregoing situation and see-what should .. -be -done. - - 'Mrs. Charles Fletcher, 331+ N. 10th Street, came to the council regarding -°varance'to build. a barn to raise Chincillas. She had-already presented ~ Mier request.-to the planning commission with a petition signed by property ~ owners. adjoining her property. The question as to whether Mrs.. Fletr~her ~.~would sell the chincillas, if so, it would be considered a commercial enterprise,.,~and therefore, would require a Zone change.- Mrs. Fletcher •~~aid they would-sell the pelt's. Attorney Mansfield said a Zone Change ` ~ would be'required. He~advised that her petition is deemed to be .a request for a Zone-Change, from Zone I, Residential to Zone.Il, Commercial. Public Hearing will be called for~3une 28, 1966 at 7:3o P.M. before the .Planning ` Commission. Report, was made on the Planning Commission on site inspection of the parking at the Shamrock Apartments, 919 E. Fine Street. Planning Commission met at the Apartments at 6:30 p.m., June 7, 1966 and checked .,the situation. - Motion by J`antzer, second Novasad to accept the alternate plan as inked in. on plot:'.. Motion carried. - Discussion- Mrs._Dorothy McGrath said that the Kights had asked for covered parking, ' ~ "and 'this plan did not a11'ow covered parking. The.couricl told Mrs. McGrath-that no plan had been submitted for: covered parking, either to the council or planning commission. Mr. F3`artley read a letter from Mr. Brenner, Jackson County Planning Coinmission,.regarding the parking. - Motion Ayres, second Robison to accept alternate plan as recommended by Planning,Cominssion June 7, 1966, subject to the following conditions: (1) Applicants place $1,000.00 on deposit to guarantee completion according <to plan"within 60 days or such extension as might be granted by council for good cause, and (2) Document approved by City Attorney and executed by Applicants insuring the continuing contiguity of the entire parking area ,. to the apartment property. Roll call vcte. Motion carries. °John~Robison was appointed to replace Don Patterson as the council's member on the Park conunission-Joint City and School District. Mr..Romine,discussed his sewer line to his prop:drty on Upton Road for -f-uture-development. Tabled. Letter of resignation from,D.D. "Don" Turner; Sr. was read. Mr. Turner stated that due to_his work and other personal obligations, he,felt he did not have the time to give to .the "Department, that he should have." Letter from Lorain Tate, Secretary=treasurer of .the ,Fourth of July- - _ Family Festival Committee requesting permission to use the City.>Park, and city streets for the 4th of July Family Festival this year:1 .Motion Ayres, second Rob~,son to approve. Motion carried. Ayres stated,:he felt the Police Department should be instructed to assist in-any way possible. with the Festiva:. Attorney Mansfield 'discussed a.proposeddrainage ordinance with the council. Committee to meet with Irrigation District for discussion on drainage.. Attorney recommended Mr. Mason write a letter,to Mr. Sexton, Rogue,V~lley- Zrrigation District, to set up a meeting. - Hardy Mosely, 635 Cherry Street, has a nuisance at his home. Old automobiles, garbage, and other items are being piled in the yard. Attorney..,Mansfield_ advised the council that the new Ordinance PJo. 817, provides for proceedures on this problem. - - Motion Mushaney, second Adams that council has determined nuisance exists aBd Recorder be instructed to advise Mr. Mosely as per`Ordinance~No.~817. Motion carried. Chet Ayres reported that"the committee investigated the situaton:at the City Park about ball playing. Mrs. Ganong, 546 Laurel, had made,. numerous complaints about the boys playing ball in the. park, and the ball being ; thrown or hit into her yard doing damage to her"property. Ayres. said he could see no way to fence or screen the park to prevent this. Mayor Saxbury and Chief of Police, Zander reported no apparent.damage.,to-Mrs.. Ganong's property when they checked. , Mr. Mason asked the Council about the width for .the improvement of Maple... Street. Most of the curb radius have been constructed for".40 feet,. Motion Robison, second Ayres to make Maple Street a 40 .foot. street. , Motion carried. - Bert Adams complained about .the .chaff from Grange Co-op falling on his property on WPSt Pine Street. Motion Robison, second Adams to instruct the Recorder to write a 1"etter to-the grange asking them to curtail the chaff fall-out.. Motion-:carried.; ll .. _ ..
