Johnson, 12G`_Oak ,Street;. to be re-zoned from Residential I to Commercial II: ::'The Planning. commission has received the petition and will hold a Public Hearing on April 26; the purpose of the re-zoning is to bmild a Doctor's office, Petition was brought in by Mr. Hag"eman.- N, A, Mead presented petition to annex property located on West Pine Street near Jackson Creek, This property to be sub-divided into the West .Villa Subdivision.. Attorney Mansfield was advised. to draft an Ordinance dispensing with, election and calling for a hearing, j ~/Mrs. Germann came to the council to discuss the extension of the water ' and sewer lines on S,eenic Ave.. Engineer Bill. Warren, had advised her that the city would like to have an 8" line installed instead of.the 6" line. This would be for the future growth of the city. He .proposed the people be assessed. for the cost of the 6".line, plus other costs and the city pay the difference between the cost of the 6" and 8" pipe. ,/ (estimate given.. was $1,500 for the cost to the city for the materials f only,) Mr. Mansfield told the council they might recover this cost -~~;. by charging~'ftrture,connection charges to people who had not paid on the.. `'~ .original assessment. Discussion whether the Budget commiatee would go along with the council in budgeting for the estimated costs, It would have to be a budget item . for 1966-67, This budget would not be approved until July 1. Mrs. Germann . stated that she would like to get going on the project as soon as pos- sible. She said she was willing to go ahead and set it up as the people paying-_100 of the costs. of the line, until the Budget had been ,approved. ----Mrs: G~rmann presented a petition signed by the property owners, 1 5,: Motion Mushaney, second Adams to initate proceedings to install 8" . water line"--on North Scenic Ave. This would be a Bancroft project. Mr. S lls said Mr: Ainsworth did not. Mr. Mansfield.: tYien advised~'Mr, Sells to remove anything that is inconsistent with the- -, ~ building permit as granted. The only exception being the laundry room, which the council had allowed. Roof :west side of laundry to be removed. Mrs, Dorothy McGrath.interrupted to ask questions about the apartments. ,Mr. Mansfield asked if she had an intereste~:in the property, and she stated she.di'dmot now, but would later. Then she was advised that her questions did not have to be answered at this time. Mr. S~.lls was advised that if the structures were removed as requested, the City would grant an electrical inspection. Mr. Sells requested it be made at`11:00 a.m. on Wednesday. Mr," Sells said he did not want to wait 30 days to finish the building. He was advised that if he submitted a plan the same as the one approved Aigust`31;'a permit could be issued. If the plan was any different, it~would~have to go to the Planning Commission for approval first. Discussion~Storm dra~.n installation. . Adams to have Attorney Mansfield work .out" the amendments to Ordinance No. 760. Motion carried. ::; Mr, Saxbury reported on his call to Mr. K, Spies, Oregon State.Sanitary Authority. Mr, Spies said the city:,could. not annex anymore property until something i.s done about the sewer system. As long as the county is' planning, we shnuld wait. Mr. Spies would not give any definite. answer for the City of Central Points problem. Mr, Mason asked. the councl~if they would authorize another telephone line to be installed for the Police~Department. Due to the amount; of calls received by=~ahe department, t;~a~necessary to have a line for thier department alone. It would cost. approximately $18.15 per°month additional. Motion Robison, second Holbrook to have a line installed for the Police Department, Motion .carried. The Jackson County-Court attended the council meeting to discuss the _proposed BEar Creek Basin Sewer System, Judge EArl Miller introduced Donald E, Faber and Rodney Keating, commissioners. Mr. Miller reported that pollutiorrmwas acute,=and. that more-subdivisions in the county:, would add. to~the pollution problems. ~He said the CHIN! Engineers.-..were ' authorized`to make a study, January 1961, This study--was received February, 1965', ~ The study found that:. a" system was feasible fors -the basin. However, an economic report is needed. A final report was received=. February, 1966. Three plans have been discussed: 1. Rogue River BAsin--Emigrant-would be included.'.. 2, Reduced"Rogue River Basin--including Southern Ashland.`(Iths plan would not help the western part of the Valley) 3. Municipal or Medford Plan. Enlarge Medford~s system .around the Medford area. ;` , Recommendation was for the entire Basin to be included. Government.v~iould be by a Sanitary Authority, which would be independent of Muni``cpalities. Proposed: lst phase-treatment plant .on Rogue River t.o serve area for 50-75' years for domestic and industrial growth: Cost estimate $2,80C!,OQO, 2nd and. 3rd phases to follow. 1Fth phase for completion 1971.. ' The .County Court. said they would leave a copy of the studyfor~the council. -They need the following from the city council:. -, ` l.- Resolution for County Court_.to hold hearing in this area 2. Place to hold hearing, Either inside or outside city limitls.'- (an election could be held 60 days or no more than 80 days after the hearings. Possibly by July.) Sewer"system by 2"years. An election would have to be held to.estab- lish the district boundaries. Also,- election to establish a 5 member " board. Mr. Miller stated that the 1st phase wou d cost about 1.36 ~ _ mills levy, , Mr, Mansfield asked the Court if zoning and building code was`:,to bes incorporated with the plan, Mr. Miller said they did not feel they could include zoning or building code at this time. =5.. 1 ~` ~` 1 1 Mr, Faber said the Court was planning to contact other councils in the valley. Motion-Mushaney, second Robison to hold a meeting in the Central Point area.. Motion carried. The~counci:l approved hiring Mr. Clarence Pepper for Park Attendant. Mr. Mason asked about water connects for the residents on Upton Road., who have annexed to the city. These would be on a temporary basis. ~The~councl"approved them on a temporary basis. " Discussion-.property owned by Mr. Joe Huffine extends out into the right-of-way of North first Street. Mr. F~uffirie would like to trade this°par`ce1 of property to the city fora parc,el:on North second~Street, .,which°'lies~.:n front of his Nursing Home. It was originally. part-of ,.Cherry :'Street, but was not used as part of the street when it was .paved. .,Mr:.:Mason submitted a survey to the council. This property is needed to straighteri.,oiat the right-of-way when N. First Street is paved, Motion Robison, second Ayres to exchange the property with Mr. Huffine. Necessary papers to be drawn. Motion. carried. Street petit=ions were presented: Maple Street from Hwy 99 to 10th Street. Motiari.carred. ~Mr. Mason asked the council if they would approve depositing $15,000.00 ,from the Improvement Bond Fund in an Open account-Time Deposit. This would-draw interest instead of just being in the regular account. Mr. Cliff ,Ayres, bank Manager, attending the meeting on another meeting,.told tYiecouncil -they could draw 4.1+~ interest for 30 ;days, or 1,.. 80~ for a year, Motion Mushaney, second Bartley to deposit the $15,000.00 in an open account-Time Deposit.
