Total 12;.390.61 The appointment of a councilman to replace Don Patter-son, Ward .III, who had resigned. A_secret ballot was taken .on the following: Chet Ayres, John Campbell. Chet Ayres was appointed to the pos~,ion. A call was placed to Mr. Ayres and he-was invited to ~attend'.the~COuncil meeting... ~ _ •• • . ~~ -Ordinance NO. 812 was read, this being an O rdinance changing the zone of property-described therein from residential Zone I to Commercial Zone II. (Lots •9-10-11, Block 9, Original Town, Cent ral Point, Oregon)`~Streder property. Motion Bartley, second Holbrook to approve Ordinance No;' 812. Roll call vote. Motion Carried. Ordinance No.~ 812 declared duly adopted. Mayor' SaaFbury discussed appointments to -the Budget Committee:';;' -The ' following names were suggested: Harry Tonn, Ray Novasad, C.~V," Bowers. Motion Robison, Second Bartley to appoint these three men to he Budget Committee. Motion Carried. Chet Ayres arrived at the council meeting. He was sworn in~by-Mayor: Saxbury. Secret Ballot vote was taken to elect a new .Chairman of the council to replace`Mr. Don-Patterson. He r ~ stated`~that due to his working hours, he was unable to continue as a . councilman for Ward Iif. Motion Bartley, second Robison to approve-the resignation of Mr, Britton. Carried. Mayor Saxbury asked for ,suggested names of men to replace Mr. Britton. - The following-were presented: C.V. Bowers, T. Rowe, Ben Mushaney: A secret ballot vote'was taken. Mr. Mushaney was. elected. Mr. Mushaney • was invited. to attend the council meeting. -y•Gutar-:Studio, John McGonagle, 101 N. 8th Street referred to the council as approved by the. Planning Commission. Approved with stipulation that .•:' sign;,be~,limited to not over. 24" square. Mr: Mansfield would draft a letter to the Planning Commission explaining their :part, in determining costs for improvements in Sub-division... Mr., and~Mrs. W. Germane attended the meeting to ask questions concerning their.. newly annexed property on Seenic Ave. They asked. about the meter and;:their~sewer line extensions. Discussion was held on the Subdivision ordinance pertaining to these improvements. Attorney Mansfield interperted the Ordinance for the council. He advised the Germann's to attend the . , .._ . • next,`:Planning Commission meeting. VBen Mushaney arrived at the council meeting. He was sworn in by Mr. Saxbury.. . :. Don .Patterson, Grange Co-op, presented plot plan of proposed. Grange .C,o-op • newcconstruction. The .Grange would.like to have the alleys in, Block 17, ' Original Town, Central Point vacated. They have purchased the Kindom -_,:Hall ,property and' now. own all the block. ,, .. • Motion Mushaney, second Adams to have attorney draw up Resolution calling for Public Hearing for vacation of the "T" alleys~in Block 17, Orginal.Town, Motion carried. 1 ~.; Discussion-C.V. Bowers past due water and sewer bill for 510 `E. Pine St. It-hadbeen turned i.n for collection. Mr. Bowers had protested this procedure. The council examined the statement and voted. unanimously to have:~Mr. dowers pay in full. Chet .;Ayres asked about a stop sign on First Street and ManZariita Street. He said there was a traffic problem there. Vbrn was instructed to check ;: with the°Police Dept. and see if it was listed to-have a sign installed ~° at ,.that, location. North Third Street sidewalks were discussed again. Discussion on cots, - and`•f city had funds available to pay their share. .Since .the Sbhool ~. District had agreed to pay $500.00 of the costs, the Mayort-suggested that the council request a letter from the school confirming it. Motbn carried. Mayor Saxbury had to leave the meeting..•to go home because of illness in the family. Chairman Bartley then presided at the meeting." Discussion-Whether to issue protested warrants to pay far theY•erigineering on the street improvements scheduled for the summer. If this could~be done, the plans could be started now and"'-would be ready for c;onstru"ction sooner. Motion Ayres, second Robison to instruct Mr. Mason, City Record•er,~to issue protested warrants, for the engineering costs. Carried._ Street petition-West. Pine Street'from Amy ;Street to Haskell Street. This-would be ;to`excavate,`necessary construction, to install 'curbs,` gutters and paving between 'the ,existing paving and the curb lirie'-on • both sides of West Pine Street. Motion Mushaney, second Holbrook to approve the street petition for West Pine .Street-Amy Street to Haskell Street. Caf'a~ied. Petition approved. Budget meeting for the council was set for March 23, 7:30 p.mr '' biscussion-Request of L,°Livingstori', Liquor Store, to have a 15:minute. parking: trip in front of his store at 129 E: Pine Street.
