A ,~ ~' City of Central Point Citizens Advisory Committee Minutes January S, 2008 6:00 P.M. A Citizens Advisory Committee meeting was held in City Council Chambers on January 8, 2008, commencing at 6:00 p.m, Present were 1'Ierb Farber, Sam Inkley, Jr., Allen Broderick, Jake Jakabosky and Larry Martin. Joe Thomas and David Painter were absent. Each member of the committee presented a brief introduction of themselves for the benefit of new member Larry Martin. In addition, Also in attendance were Dick 1-lalley, City Council Liaison, Tom I-Iumphrey, Community Development Director, Connie Clone, Community Planner, Dave Jacob, Community Planner, and Didi Thomas, Planning Secretary. Tom Humphrey introduced department staff: A copy of the minutes of the November 20, 2007 meeting will be mailed to each con~rnittee member and approval will be requested at the February 12, 2008 meeting. Transpvrtaticrn System Plan Connie Clone, Community Planner, advised committee members that the notebook presented to each of them this evening contains the first two finalized chapters of the Transportation System Plan. Ms. Clone explained that additional chapters would be mailed out as they became available for inclusion in the binder. The Transportation System Plan is a part of the Comprehensive Plan and through the review process by staff, other elements will be updated as well. Pc~pulatian ~ ~eftrv,~rapliic Element Community Planner Dave Jacob presented an overview of the new city Population Element. Each jurisdiction is required to use these projections in their Comprehensive Plan efforts as required by state statutes. These projections will be used to determine future land use needs. Tom Plumphrey, Community Planning Director, explained that the numbers in the document would be used as a basis for creating future densities. In response to concerns expressed about the discrepancy between actual increases in population and those Citizens Advisory Cornnr~ittee January 8, 2UU$ Page 2 projected by the County, Mr. Humphrey explained that the Mate of Oregon daces a superficial cap on the numbers as they are mare conservative. >=lowever, when a census is done, it will bear out the increases in population. Mr. I-lumphrey assured the committee that the Planning Department would be keeping track of what was actually happening with increases in population within the City, and should the population increase at a dramatic rate sooner than projected in the plan, we would not be locked into a plan that doesn't meet growth needs. Fallowing discussion, a motion was made by Jake Jakabosky and seconded by Sam Inkley, Jr., recommending that the Population Element be presented to the Planning Commission and then City Council far approval. All members voted "aye" with Larry Martin abstaining. Re ianal Pr©blem Salvin U date Tom Humphrey distributed a current map of proposed urban reserve areas for the City of Central Point generated as part of the Regional Problem Salving process. He indicated that he would be meeting with the City Council on Thursday evening, January 1 £}, 2Uf}$, to discuss comments from various State agencies on the different urban reserve areas. Mr. Humphrey stated that he participated in the submission of a preliminary regional strategic plan to the Land Conservation & Development Commission, and staff is now working to finalize some of the chapters of that plan. Meanwhile, we have been encouraged to continue with our participation in the county process. The county is currently amending a stakeholders agreement to be signed by all of the participants in the RPS process so that it is not construed to be a land use action. fn the interim, the City intends to formally amend its Comprehensive Plan (TSP/Population) and ante urban reserves are created, add properties into an Urban Growth Boundary. vlr. Humphrey anticipates that a draft schedule will be produced at the February meeting. Murals Tom Humphrey advised committee members that a local resident, Debbie Saxbury, has taken same local issues to heart and is making great efforts to get some changes made in the downtown area. Several business owners have become enthused with the prospect of being able to create murals on some of the buildings, and there is very little in the code to provide criteria for murals. As we are in the process of amending our sign Cade, Mr. Humphrey suggested that staff bring a draft of some minimal standards and limitations to the next scheduled meeting for review by the Citizens Advisory Committee, prior to making recommendations to the Planning Commission which serves as the Architectural Review Committee for the City.
