Central Point Council Chambers 140 S. 3rd Street Central Point, Oregon Members: Hank Williams Allen Broderick Bruce Dingler Taneea Browning Mike Quilty Brandon Thueson Rick Samuelson Staff Liaison: Chris Clayton Page 1 of 1 STAFF REPORT August 15, 2016 AGENDA ITEM: V-A Study Session, continued discussion of preliminary streetscape design for East Pine Street STAFF SOURCE: Don Burt, Planning Manager BACKGROUND: On July 25, 2016 the Development Commission reviewed and discussed the streetscape design for East Pine Street with specific attention given to the use of bulb-outs, street trees, and street/pedestrian lights. It was the Commission’s general consensus to proceed with the use of the extended bulb-outs provided that the loss of on-street parking is minimized to the greatest extent possible. It was also the general consensus that street trees, approximately 50 ft. on center was acceptable. For street lights it was agreed that the use of taller poles at the intersections was acceptable and that shorter pedestrian poles would be considered mid-block provided lighting levels would be adequate. The scope of the Project has now been increased to include Seventh Street, Since the last study session staff and the consultants have been putting together a draft of the basic streetscape design per the prior study session’s discussion. At the August 15th study session the Commission will be updated on the changes to the streetscape (bulb-outs, street trees, pedestrian lights, and impact to on-street parking). The Commission will also be introduced to street furniture, Street lighting, street tree, and sidewalk pattern options. The objective of the study session will be to finalize the preliminary streetscape plan allowing the consultant to proceed to preliminary engineering and staff to schedule a Stakeholder meeting. ACTION: Discussion and direction RECOMMENDATION: Authorize staff to proceed with scheduling a Stakeholder meeting and to proceed with preliminary engineering.
