HomeMy WebLinkAboutPRM101509Central Point Parks Commission Meeting Minutes I. MEETING CALLED TO ORDER The meeting was calved to order on Thursday, October 15, 2009 at 7:00 p.m. II. ROLL CALL Parks and Recreation Commission members in attendance were: Chairperson Kerry Bradshaw, Vice-Chairperson, Patricia Alvarez, Doug Palmer, Sean Winter, Neil Olsen Parks & Recreation Department Staff in attendance were: Matt Samitore, Parks and Recreation Manager; Jennifer Boardman, Recreation Supervisor; Shelly Brown, Parks and Recreation Support Specialist; Sarah Garceau, Administrative Intern III. MINUTES Minutes from Parks Commission and Parks and Recreation Foundation meetings of August 25, 2009 were approved. Patricia Alvarez motioned for approval, Sean Winter seconded the motion. All were in favor. IV. CHANGES TO THE AGENDA No Changes V. PUBLIC APPEARANCES There were no public appearances VI. BUSINESS RENAMING BLUE GRASS DOWNS PARK (JENNIFER BOARDMAN) I. Jennifer Boardman presented a staff report recommending that the Parks Commission make a recommendation to City Council to rename Blue Grass Downs Park to William C. Mott Memorial Park. Officer Mott was killed two years ago in an off duty automobile accident. Officer Mott had made significant contributions to the Police Department and the City as well. He was actively involved with kids groups in and out of the schools. Renaming the park would not only honor his family, but would also honor the memory of an individual that served our community faithfully on and off duty. Patricia Alvarez motioned the Parks Commission recommend to City Council, renaming of Blue Grass Downs Park to William C. Mott Memorial Park. Doug Palmer seconded the motion, Neil Olsen voted nay, but all other commission members were in favor. Page 1 of 3 SPLITTING OF PARKS COMMISSION-FOUNDATION (MATT SAMITORE) I. Matt Samitore presented a staff report requesting that Parks Commission make a recommendation to City Council that the Parks Commission and Foundation board members be split and two new members be acquired for the Foundation. There are currently four Parks Commissioners interested in serving on both boards. Those members are Kerry Bradshaw, Patricia Alvarez, Doug Pa{mer and John Beck. The Foundation currently consists of the same members as the Parks Commission plus Jaqui Robbins. Staff will place an ad to recruit two Foundation board members. The Parks Commission board was asked to apprise staff of other community members who would be interested in serving on the Foundation board. II. Neil Olsen motioned for the Parks Commission and Foundation board members to be split, Sean Winter seconded the motion. All were in favor. SKATE PARK RULES & REGULATIONS UPDATE (MATT SAMITORE) Matt Samitore apprised the Parks Commission of what has, and what will be done to deter negative activity at the skate park and requested feedback for each of the following items: I. Anew security camera needs to be purchased and installed II. Picnic tables and sitting areas need to be removed to keep congregations of kids from assembling at them and destroying them III. Police are recommending that the restroom be closed until other precautions are in place. The restroom has had several thousand dollars worth of damage to it over the past year. The wall outside the restroom has been removed which has deterred some of the negative activity. Parks staff would like to leave the restrooms available until soccer season is over since many people rely on using that restroom during soccer season and when games are played on weekends at Community Center Park on the east side of the restroom IV. Police also recommended the installation of wrought-iron fencing around the perimeter of the park with a keyed access similar to the key cards issued at hotels. Key cards would be issued by at City Hall. All entries would be tracked and the cards could be deactivated by a computer if necessary V. The last recommendation was that staff/volunteers be available during the peak hour times to ensure that the rules and regulations of the park are followed. By having an adult presence, it may detract from the few individuals who are wreaking havoc on the facility Parks Commission agreed that it is vital to get a new security camera system installed as soon as possible. It was also the general consensus of the Parks Commission that volunteers be recruited to police the park during peak hours of use, equipped with security vests and a radio to call police in if necessary. SPECIAL EVENTS PREMIT (SARAH GARCEAU) I. Sarah Garceau presented the Parks Commission with a copy of the new Special Event Handbook which explains, in detail, what organizations requesting to hold a special event within the ctty and/or in city parks must supply in the way of information regarding their Page 2 of 3 event and the fees for facility usage. Currently there is nothing in the parks ordinances regarding special events rules and regulations. Parks staff would like to present this for City Council approval in less than 30 days. Sarah will send the current parks gazebo rental pricing to the Parks Commission board for review and comparison. VII. MISCELLANEOUS DON JONES WATER PARK SEASONAL UPDATE (MATT SAMITORE) I. There will be a grand opening of Don Jones Water Park on Memorial Day weekend in 2010 II. The grass and trees at Don Jones Park are looking much better thanks to the city's parks maintenance staff. Parks maintenance staff has worked diligently to improve the aesthetic quality of the park and it is turning out beautifully III. The water park was a huge success this summer with over 427,000 cubic feet of water running through it during the season between July and September 21, 2009. IV. The crosswalk on W. Vilas road will be under construction soon and hopefully completely finished by May of 2010. BATTLE OF THE BONES RECAP (MAT75AMITORE) I. After all overhead for the event was paid, the Foundation received a little over $10,000 to be applied to scholarships for the Discovery After School Club. II. There will be a specific volunteer coordinator for next year's Battle of the Bones III. Next year's Battle of the Bones will be held June 19 & 20 IV. The microbrewers will probably be aligned differently next year with less IPA brews and all brews will be hand picked by staff V. Most of the barbecue vendors at this year's event are already signed up for next years event. They had a great time and want to participate again next year. VI. There will be no merchandise vendors at next year's event VIII. ADJOURNMENT Adjournment of the Parks Commission meeting was unanimously made at 8:30 p.m. All were in favor. The next Park Commission meeting is scheduled for Thursday, January 21, at 7:00 p.m. in the City Hall Council Chambers. Page 3 of 3
