HomeMy WebLinkAboutPRM111301,~;, ~~ CITY OF CENTRAL POINT Park Commission Meeting November 13, 2001 REGULAR MEETING CALLED TO ORDER The meeting was called to order by Ralph Hale at 6:00 p.m. ROLL CALL: Ralph Hale, Carol Fischer, Mack Lewis, David Sills, D. J. Sweet Parks and Recreation Coordinator Nancy Hanson, Parks and Recreation Assistant Charlene Weston and Karen Roeber were also present. n U IV V. MINUTES A. Approval of September 20,2001, City Parks Commission Minutes Ralph Hale made a motion to approve the minutes with the noted change of next meeting date. Carol Fischer seconded. PUBLIC APPEARANCES Eleanor Holbrook, a Central Point resident, introduced herself stating she would like to become a member of the Park Commission. It will be presented to the city Council for approval. Chairman Hale closed the Public Appearances portion of the meeting. BUSINESS A. Southeast Park Name Recommendations Nancy presented the list of name recommendations submitted by various citizens for review and comment. She also went over the Park Naming Guidelines. The following names will be presented to the City Council: Forest Glen Park; Goose Landing Park; Heartland Park; Heart of the Valley Park. The Southeast Park has been completed, but has not yet been given to the City. B. Vision Statement Nancy presented the Vision and Mission Statements asking for input from the Park Commission for any changes or recommendations. Mack Lewis said that he would like to include something regarding "green space" be required for all new subdivisions. Not just for people to enjoy but also for nature and wildlife. Nancy asked the Park Commission members to review and make suggestions or changes by the next meeting. C. Dog Park Nancy asked if we wanted to develop a park just for dogs and it was recommended that "we leave it alone at this time". • D. Leash Laws for Parks Nancy handed out the Central Point Ordinance 9.68.010 for the Park Commission to review. The only proposed change was by David Sills, stating he would like to . ~~-~ r=,;°"` • see a sign installed by the path in Flanagan Park so people would be allowed to walk through the park with their dog on a leash. E. Community Garden Nancy stated she had been approached by a resident asking if anyone knew of any available land or if they would be interested in a Community flower or vegetable garden. Ralph stated "Not on my property!" It was suggested that the interested person could approach the Grange Co-Op regarding the old Liberty Park site or the Central Point Lumber land. Nancy said she had already spoken with School District #6 and they are planning on re-starting their pumpkin patch. Carol Fischer stated that we already have the land lab. It was also mentioned that it would need lots of community support to make it work and become a viable project. F. Town Beautification Award Nancy asked if we felt the City needed one? It would help clean up our neighborhoods. She stated we could get the word out through the water bills and the new Central Point Sun. It was suggested we could divide the City into regions to be able to offer more awards to help the concept grow. Another member suggested we hand out bumper stickers reading "MY PARENTS WON CENTRAL POINT'S YARD OF THE MONTH". G. Facilities Updates -Senior Center and Firehouse Nancy stated the Senior Center has been painted outside and has new carpet and vinyl inside. They have three years left on their lease, after which time, it was proposed it be turned into a Community Center for everyone to use or possibly sell it. • Nancy said the firehouse is being appraised. There has been talk that it would be more cost effective to sell it rather than trying to bring it up to code so it could be used to its full capacity. H. Don Jones Master Plan Nancy presented ahand-out showing the plans for the Don Jones park and the acreage needed for the proposed sports facilities. There are nine acres to be divided into softball and soccer fields, tennis and basket ball courts, also including restroom facilities, picnic shelters and playground areas. It has also been discussed to share the parking facilities with the new Masonic Lodge that will be constructed adjacent to the park. VI. MISCELLANEOUS It was asked if the baseball fields on Upton Road could be used as softball fields, but they belong to Crater High School and are not for public use. Nancy stated she will be sending out requests for proposals ( y RFP) for the master plan designs. Mack Lewis stated the Youth Skate Park Committee will be addressing the City Council regarding alternate sites for the Central Point Skate Park. Carol Fischer stated "The City promised the kids a skate park". Nancy stated the negotiations are ongoing between School District #6 and Jim Bennett regarding the CPE school property. VII. ADJOURNMENT The Central Point Parks Commission Meeting was adjourned by consensus at 7:00 p.m. Next meeting scheduled for January 17, 2001 6:00 p.m.
