HomeMy WebLinkAboutPRM092001,'y~ CITY OF CENTRAL POINT Park Commission Meeting September 20, 2001 I. REGULAR MEETING CALLED TO ORDER The meeting was called to order by Ralph Hale at 6:00 p.m. II. ROLL CALL: Ralph Hale, Brett Johnson, Carol Fischer and Mack Lewis were present. David Sills, D.J. Sweet and Jeff Smith were absent. Public Works Director Bob Pierce, Parks and Recreation Coordinator Nancy Hanson, Karen Roeber were also present. III. MINUTES A. ~proval of August 16, 2001, City Parks Commission Minutes Ralph Hale made a motion to approve the minutes as presented. Carol Fischer seconded. IV. PUBLIC APPEARANCES Daniel DeKorte from Boy Scout Troop #109 presented a prototype of his Eagle Scout project bat house. It took him approximately one hour to build the prototype and he will be building a total of 25 houses to hang in the City parks. He stated that ideally they should be ® placed 10 to 20 feet off the ground and within 1 /2 a mile of water. He hopes to have them completed sometime next year and will keep the Park Commission informed of his progress. Chairman Hale closed the Public Appearances portion of the meeting. V. BUSINESS A. Introduction of Charlene Weston Nancy introduced Charlene Weston as her part-time assistant. Charlene was hired at the end of August to help in the developing and teaching of the City's recreation programs. She has a teaching degree and has also run her own craft business. She will be a welcomed addition to help meet the needs of the ever expanding Parks and Recreation Department. B. Master Plan Findings Nancy presented a table showing the City's existing parks and open space. To date, the City has just over 20 acres of developed parks, 9 park acres undeveloped and over 50 acres of miscellaneous property still to be developed including 3 storm water ponds on Mendolia Street. It is recommended there be 10 acres per one thousand people. C. Don Jones and Other Parks Update Nancy stated "We have to have a needs assessment as far as parks development is concerned" i.e. softball fields and soccer fields. We do have the money in the budget for park design. There was a motion to go ahead with the preliminary plan designs for Don Jones with the emphasis being on making it an active park. Grass is growing in the Southeast Park! The play equipment is now being installed and the basketball court has been poured. Van Horn and Flanagan Parks will be getting gazebos, tables and trees as .--°' .~t_ part of the Public Works crew winter project. ® D. Program Update The Fall 2001 class schedule has been put together and distributed to the schools, library and other locations throughout the City. some of the adult classes include: Dog Obedience, Photography, Yoga, Karate and Holiday Desserts. While we are offering Dance ABC's & 123's, Gingerbread House, Fun with Foam and Red Cross Babysitting for children. Nancy and Charlene are now working on the winter class schedule and that those classes would focus on teaching a skill rather than being "just for fun". E. Skateboard Park Competition Mack Lewis said that the skateboard competition put on by the Central Pont Youth skatepark Committee held on Saturday, September 15th in the Premier West Bank parking lot was "challenging, early on it was stressful, but in the end it all came together". They definitely want to do more and would have had a larger turnout if the weather had been better. He estimated that 300 people attended despite the bad weather. He presented a check for the skatepark for $110.00 bringing the total monies raised to $2091.23. F. Eastside Park Names The recommended names for this park were listed in the Fall Class schedule and will be included in the water bills going out this month. Suggested names will be presented to the commission in October. G. Bear Creek Wetlands Nancy stated that the Medford Parks and Recreation Director wants to approach the Medford Council about giving Central Point the Bear Creek Wetlands. It was mentioned that this would be a great place for the bat houses but the land is unuseable. VI. MISCELLANEOUS The Masonic Lodge has decided to construct a new building next to the cemetery out near Don Jones Park. Bob Pierce stated there will be a 6 foot fence put up along the freeway and Glengrove Avenue to try and cut back on the transient problem in that area. Mack Lewis asked about the Aquatic Center and Nancy said that it is a very slow, lengthy process. Jim Bennett met with Candy Manry of School District #6 and the City Council has given him the authority to spend $150,000.00 in the negotiations to purchase the Central Point Elementary school property for the skatepark. VII. ADJOURNMENT The Central Point Parks Commission Meeting was adjourned by consensus at 8:00 p.m. The next Park Commission meeting will be held October 18th at 6:00 p.m.
