HomeMy WebLinkAboutPRM102400CITY OF CENTRAL POINT Parks Commission Meeting October 24, 2000 I. REGULAR MEETING CALLED TO ORDER The meeting was called to order by Ralph Hale at 7:05 p.m. II. ROLL CALL: Carol Fischer; Ralph Hale; Jeff Smith; and David Sill were present. Chairperson Bob Gilkey; John LeGros; Sarah Richards were absent. Nancy Hanson arrived at 7:30. Planning Director Tom Humphrey, Community Planner Ken Gerschler and Deputy Recorder Deanna Gregory were also present. III. MINUTES A. Approval of August 2, 2000, Parks Commission Minutes Carol Fischer made a motion to approve the minutes as presented. All said aye and the motion passed. IV. PUBLIC APPEARANCES • There were no Public Appearances. V. BUSINESS A. Selection of Parks Recreation Coordinator Planning Director Tom Humphrey explained the process of choosing the Parks Recreation Coordinator. He stated that they had several qualified applicants but the interview panel has chosen Nancy Hanson. Nancy has been on the Parks Commission for a short time but has extensive experience in the field and should do a great job of creating this new position in the City. He stated that Nancy will begin work on November 1, 2000 and should be coordinating future parks meetings. He explained that some of her first priorities will be: • Assume the management of Station 7:8 • Coordinate the design and construction of new city parks. • Begin coordinating Sr. Center programs and activities • Begin working with the school district to coordinate youth activities and enhance the after hours program. B. Revised Design Plans for Southeast (Circlewood 8~ Gatepark) Park Planning Coordinator Ken Gerschler presented the design forthe park located on Gatepark Drive. He introduced Tom Madara, Madara Landscaping Designs, who stated that the Moores have hired him to help with the construction and planning of the parks. They stated that the plans will include: a concrete basketball court -City of Central Point Park Commission Minutes October 24, 2000 Page 2 • as many established trees as possible adding mostly small shrubs to enhance the appearance of the park and the safety of citizens. • future restroom facilities. They feel that this will be one of the last items to be constructed but the infrastructure will be in place for that purpose. • a retention pond area due this being a wetlands mitigation area. The landscaping for this pond is still under consideration but a 4 foot fence will be constructed. • on street parking only. This park is intended to be a neighborhood park. • a mixture of tree types, the original design specified only Red Maple. It is suggested to have a variety of tree types to enhance the beauty of the park year round. • security lighting for the park will be directed so that it will not interfere with the neighbors. At this time the committee discussed options that they would like to see in the park. • Benches and tables should be located in both shady and sunny locations throughout the park and along the paved trail. • A motion detecting light or a timer light for the Basketball court would help save on electricity, allow users to continue past dark, and serve as a security light. However, the lights should be shut down at 10:00 p.m. per CPMC. • Oak Trees should be kept away from the play equipment because they drop sap on everything. • Bat houses would be a good boy scout project and it would help keep the mosquito problem with the retention pond to a minimum. ® C. East Side Park Improvements and Name Proposal Mr. Humphrey updated the committee on the park located off Vilas Road. He stated that • a topographic study is being done to determine the boundaries. • the LDS Youth group helped to clear the old tires and junk away. • the Masons who own the cemetery are interested in working with the city to share parking and possibly expand water to the cemetery. • a motion was approved by the council to recommend naming this park after the Late Don Jones. Bob Gilkey has stated that he does not agree with this suggestion because when Mr. Jones was in office he was not a great advocate for parks. There should be a set of guidelines for naming city parks and until those are created this suggestion should be put on hold. • Mr. Smith has contacted many of the neighbors in the New Haven Subdivision and they are interested in a community effort to help with the installation of the park. D. Skate Board Park Update and Discussion Mr. Humphrey explained that the Council has directed the Parks Commission to locate property that would be appropriate for a skate board park. Mack Lewis presented ideas for the design of the park. He explained that there is a park similar in the Beaverton area that is considered a street park. This type of park is constructed with stairs, ramps, and rails. He explained that this type of park is less expensive than a Vert type park like the one at Bear Creek Park. He stated that local youth are willing to help clean up property and design the park and facilities. They would prefer that the park be located in a central location so that all the youth would be able to use the park. City of Central Point Park Commission Minutes October 24, 2000 Page 3 • Carol Fischer asked if Mr. Synard had been approached about selling his lot across from City Hall. Mr. Humphrey stated that no one from the City has attempted that. He did state that there is an empty lot that the City has thought about acquiring for parking. He will approach Ms. Vella to inquire about that spot for the park. Mr. Humphrey stated that the Planning Technician will try to locate property that is for sale in the downtown area that might be appropriate for a skate park. VI. MISCELLANEOUS David Sill stated that Menteer Park is in need of motion lights in back by the pond. He explained that at night he is able to hear voices in that area and is afraid there might be vandalism done. VII. ADJOURNMENT The Central Point Parks Commission Meeting was adjourned by consensus at 8:55 p.m. •
