HomeMy WebLinkAboutPRM011101CITY OF CENTRAL POINT Parks Commission Meeting January 11, 2001 1. REGULAR MEETING CALLED TO ORDER The meeting was called to order by Bob Gilkey at 7:00 p.m. II. ROLL CALL: Chairperson Bob Gilkey; Carol Fischer; and David Sills were present. Ralph Hale; Jeff Smith; and Sarah Bacus were absent. Public Works Director Bob Peirce, Parks and Recreation Coordinator Nancy Hanson, Planning Director Tom Humphrey, and Deputy Recorder Deanna Gregory were also present. Planning Director Tom Humphrey explained that the City Council should be appointing new commission members at the Council Meeting on January 25, 2001. III. MINUTES A. Presentation of October 24, 2000, City Parks Commission Minutes There were no recommended changes. IV. PUBLIC APPEARANCES There were no Public Appearances. V. BUSINESS A. Skate Board Park Update and Discussion Ms. Hanson reported on the search for property to use as a skateboard park. She explained that most of the empty lots in the downtown area are not suitable or have been sold. Council Member David Gilmour suggested looking into purchasing the property that is now Central Point Wrecking. That business will be moving out of the City and the property might be available for purchase. It would be a large area and near the highschool. Chaz Lytlye Tony Drake Dain Lewis Philip Fischer These four boys have been working with Officer Brown for the last two years in search of property for a skate park. They addressed the Commission explaining the many reasons that Central Point needs to build a skate park. The boys sited national statistics proving that it is healthier for a City to provide this type of recreation keeping the kids out of parking lots, off sidewalks and away from residential areas. These boys suggested that the Parks Commission recommend that the City Council appoint them as the Youth Skate Board Park Committee. This Committee would help inform the community, help generate funds, hold neighborhood meetings, and solicit businesses for donations. They would be available to work with City Staff on designs for the park and help with any of the construction. They also suggested selling imprinted bricks that could be incorporated into the design of the park. There was discussion of locations around the city that might work for the park. Mr. Mac Lewis stated that there is an old lot at the east end of Haskell Street that would bean ideal City of Central Point Parks Commission Minutes January 11, 2001 Page 2 area if the City can purchase it. He stated that it would be a large enough for several different types of skate facilities, along with traditional park settings. The Commission agreed that they would recommend that the City Council appoint Chaz Lytle, Tony Drake, Dain Lewis, and Philip Fischer as the Youth Skate Board Park Committee of Central Point. B. Recreational Program Report Ms. Hanson reported that the programs are a huge success. She presented a list of the classes and the amount of people allowed in each. In several cases she has added a second class or is keeping a waiting list. She presented ideas for future classes and activities such as a City League teams. C. Park Master Plan Development Mr. Humphrey updated the Commission on the Park Master Plan. He stated that the current plan is outdated and needs to be revised. He suggested that the City do the preliminary work for the plan then contract out with consultants for the final version. He explained that City staff would: • do an inventory of current parks. • identify connections to the parks • get citizen input as to what is needed throughout the city • provide an inventory of what each facility holds and the amount of space available ® in each park. • include in the new plan the parks that will be in the Twin Creeks area and the Don Jones Memorial Park. After the preliminary work has been done the city could contract out for the final version and completion of the Master Plan. The Commission agreed that this would be a good start to the Park Master Plan. D. Revised Design Plans for Southeast Park Mr. Humphrey presented a revised plan for the southeast park. He stated that the Moores will be able to start construction after presenting the City with a cost estimate and when the ground has dried out in the spring. There was discussion regarding construction of a bridge that is needed for the park, but at this time the City is not sure what type of bridge it will be. E. Don Jones Memorial Topographic Survey 8~ Improvements F. Summerfield Pocket Park Proposal Public Works Director Bob Peirce stated that these two items should be presented together. The Topographic Survey done by Neathammer Surveying shows an area of the park that could be used for wetland mitigation. The Summerfield Subdivision is required to construct wetland mitigation in a pocket area. The State has explained that if the contractor can find the same amount of land to turn into a wetland area within the city, they could use the pocket as a small park. Mr. Peirce stated that the contractor would be responsible for constructing both areas. The Don Jones Memorial Park would be a sports oriented park. The City plans to provide basketball, softball, hockey and volleyball fields for use. There • is a section of the park that would accommodate a wet land area in the northeast corner. They could provide walking paths and benches. The Summerfield Pocket Park would consist of play ground equipment and a gazebo. Council Member Dick Halley suggested a turn lane into the Don Jones Memorial Park area off Vilas/Hammerick Roads. He is concerned with the traffic and accidents happening when :~ City of Central Point Parks Commission Minutes January 11, 2001 Page 3 people start to use the area. The Commission agreed to recommend to the City Council to create a wetland area in Don Jones Memorial Park and turn the wetland area in Summerfield into a pocket park at the expense of the developer of Summerfield Subdivision. VI. MISCELLANEOUS Ms. Hanson stated that there are Eagle Scouts working on Bat Houses to place in the South East Park area to help alleviate the mosquito problem. Mr. Humphrey reported that there has been work done on the Bear Creek Greenway in an effort to make the Central Point end of the bike path more attractive. The Greenway Committee has been working on landscaping and a bridge around the Naumes area. The next Parks Commission Meeting will be held on February 15, 2001, at 7:00 p.m. VII.
