HomeMy WebLinkAboutPRM091902~® CITY OF CENTRAL POINT Park Commission Meeting September 19, 2002 REGULAR MEETING CALLED TO ORDER The meeting was called to order by Ralph Hale at 6:00 p.m. ROLL CALL: Ralph Hale, Mack Lewis, Eleanor Holbrook, Marlene Watson, and Jim Harleman. Parks and Recreation Coordinator Nancy Hanson, Council Representative Bill Stults and Karen Roeber were also present. IV. V. MINUTES A. Approval of June 18 2002 minutes City Parks Commission Minutes Jim Harleman made a motion to approve the minutes as presented. Marlene Watson seconded and the motion was unanimously approved. PUBLIC APPEARANCES There were no public appearances. BUSINESS A. City Wide Cleanup Marlene and Eleanor stated that things were coming along very well. They expect over 300 volunteers to turn up and help clean up the City, including 30-35 Army recruits waiting to leave for basic training. Eleanor requested the help and support of the Park Commission members and asked them to meet at the firehouse at 9:00 a.m. on Saturday, September 21 st where theywill be given assignments, maps, etc. Eleanor and Marlene said there has been tremendous support of the business community; Quick Print has made a "Donations display list" showing all of the businesses that have made contributions and it will also be printed in the Central Point Sun. Ralph Hale expressed this thanks for the wonderful job that Eleanor and Marlene had done in putting this project together. • B. CPE Park Recommendations Nancy showed the three park designs that were made after the community meeting and said there had been a ballot box set out in the hallway at City Hall so people could choose the layout they thought was best. The layouts all show a reduced sized skate park, a minimum of one volleyball court; a community center and one shows a small water park. Nancy also stated that the soccer field will be staying and there has been talk of enlarging it to regulation size and the maintenance sheds would be eliminated. So far the votes are as follows: Design 1 - 16 votes; Design 2 - 16 ;votes; Design 3 - 13 votes; Design 1 & 2 - 4 votes; Design 2 & 3 - 4 votes. Right now the skate park is 8,000 square feet which would cost $100,000.00 which is the amount that the City hasbudgeted for it. Nancy stated if we want a larger skate park we would need additional monies from grants, in kind donations, from businesses solicited by the youth skate park committee. Mack Lewis asked if we were pursuing grant dollars in January then aren't we putting the cart before the horse m trying to decide how big and what design we want the skate park to be? Nancy replied that if we get the grant monies then we can increase the size of the skate park and decrease the size of the open space. _,.: ~. Public input: Carol Fischer spoke stating her support of the skate park as the kids need a place to go. She mentioned that the City of Bandon was received $25,000 from the Tony Hawk Foundation and Portland will be adding and indoor skate park. She wanted to know if people could still purchase bricks and said the children would help in any way they canto raise additional monies as they still want the skate park ® as there is no where for them to go and to please just let the kids know what is happening.. Dain Lewis spoke next and showed a flyer for the first annual "Skate for Life" that is being sponsored by the American Heart Association. He then stated that the shape and design of the skate park for a street style park would need to include a long runway so there would be room to land their tacks and that none of the three designs presented would be conducive to their needs (a street style park). He suggested a rectangular shape for speed and obstacles would be the best. Medford's park is 24,000 square feet and our original plans showed a 27,000 square foot park. To be able to put the size into perspective, it was pointed out that 8,000 square feet is approximately the size of the City Hall ground floor. Mack reiterated that if the park is built in phases then the enthusiasm dies and there is no energy to pursue the second and third phases. Cody Gwyn spoke next stating there are two types of skating: vert and street style. He said as they. need handrails, curbs and stairs they have no place to go to for - street skating and that is why they want a street style park. There are tons of vert style parks. He also agreed that a rectangular shaped park would be good -there would be more area to land and wouldn't be riding off into the dirt. Bill Stults said thaf he had spoken with Dale Lininger from LTM and that they would probably help out. The Youth Skate Park Committee will send a formal request for an estimate on the concrete and Bill will find out when and where that needs to be sent. It was suggested that it be ready to send within the next two weeks. ~. Purkiss Rose - RSI will be giving us an engineer's estimate. They will be coming up to visit the site in the very near future. It was asked if the skate park committee had developed any other financial support. The answer was no, not at this time. To date, between the brick sales and donations there is a total of $2,831.32. Dave Arkens, a Central Point resident and Planning Department member, came ` forward to speak and reminded the park commission that the skate park would not be the only thing on this property and that not all kids were skaters. It would be a community park and not just a skate park. It was asked if the city got the grant money then how large would the skate park be and the response was that it would depend on the amount of the monies received. Ralph Hale mentioned that he was in British Columbia in July and they had visited a combination skate park /water park that had lots of different things in it. He passed around pictures he had taken to show the various things in the park. He also said he had visited the underground facility showing where the pumps were and how they used recycled water to run the park. Mack mentioned that it was the Youth Skate Park Committee who initiated the whole project and helped the City find the site for the skate park and that should be given first priority . No matter what size the park ends up, it needs to be big enough to warrant building. Right now, the conceptual designs are showing a 5% total footprint, less than 30% of the original design. The neighborhood dictated big changes m plans at the community meeting and that they want the soccer field and ® family activities. It was attended by approximately a half dozen people. It was suggested that the soccer field be moved to Don Jones Park as that would be a better site to accommodate a regulation size field. Mack asked if the park commission should make a recommendation to the Council for if we get the grant or even if we don't. Bill replied that yes we should work on both. ® The three designs were brought up again and Dave Arkens mentioned that it would not just be a neighborhood park, but it would be a City park and to consider design # 3 as it does have parking. Justin, a skater from Medford, spoke stating they need a larger area for the skate park than what is depicted on the 3 plans. They will risk getting in trouble because street skating is what they love to do. It was asked how many skaters were in the area and Mack stated that he had well over 100 on his mailing list when they had the Skate Asylum. Cody spoke again saying that if it's a street style park it would bring in lots of kids and pros. Most of the parks in this area are all alike, too small and crowded. parking was brought up and he mentioned that lots of the parking spots are open (empty) as the parents dust drop off their kids to skate, they usually don't stay and watch them. Nancy said that we now reserve the soccer field at CPE and that only one high school team has requested it. The conceptual designs for Don Jones park show two soccer fields. There are also two soccer filed on Upton and five. in the community. She said that the CPE site was for mixed use and open space and should be able to accommodate a skate park /water park. Nancy said an affordable water park would cost around $30,000 and we already have $10,000 from the swimming pool fund. Mack made a motion to recommend to the City Council that a skate park /water _ park combination be put at the CPE site and the soccer filed be put in at Don Jones • park. Ralph seconded the motion and all others approved, with Jim Harleman abstaining. Eleanor said to be sure and let them know we would also be putting in things (i.e. playground equipment) for the neighborhood children. A motion was then made by Jim Harleman that the Park Commission should have Mack recommend to the City Council that the CPE site should include a skate park, and water park a community center and lastly a soccer field. Those are the priorities of that site. C. Facilities Update Topic was not discussed at this meeting. D. Jr. Comets Requests Nancy discussed the Jr. Comets wanting to reserve the gym and field at CPE. She explained that they are a kids sorts program and have been here for a long time. They are wanting to put in to reserve the whole week as they have done in the past. Nancy stated that it is now our building and the reservations now come under us. she explained that we want to run our own leagues and programs and make some money to help defray the costs. Darryl Summerfield submitted a reservation application and requested everyday including the week -ends, leaving no time for drop-in open gym for the community. Nancy said this should only be a problem this year and that she is trying to work with everybody. The Comets are used to requesting large blocks of time but the school district has told them school activities first. She dust wanted everyone to be informed in case there were any questions. Nancy has a schedule at City Hall and she will also hang one at the facility. ~r E. CPE Park Name Nancy asked everyone to think about a name for the CPE park site and have a few recommendations for the next commission meeting. It was suggested that it be named after the original school principal and Mack said he would find out who that was. Bill Stults suggested naming it "Central Point Community Park". VI. MISCELLANEOUS Nancy brought up Rodeo Week and said that 3rd Street between Pine and Oak would be closed as the Little Miss and Mr. Rodeo and street dance would be held in front of the firehouse. The 18th of October will be a western fashion show and art exhibit along with dinner at Jackson County Expo "for those wives that were left behind at the opening of hunting season". Nancy mentioned Daniel Del<orte's eagle scout project had been completed and wanted to extend an invitation to the park commission members to attend his Court of Honor being held October 26th at the LDS Church on Taylor Road. VII. ADJOURNMENT The Central Point Parks Commission Meeting was adjourned by consensus at 7:30 p.m. Next meeting is scheduled for October 17, 2002 6:00 p.m. C •
