CITY OF CENTRAL POINT
Park Commission Meeting
October 17, 2002

I. REGULAR MEETING CALLED TO ORDER
The meeting was called to order by Ralph Hale at 6:00 p.m.
II. ROLL CALL: Ralph Hale, Mack Lewis, Eleanor Holbrook, Marlene Watson, and Jim
Harleman.
Parks and Recreation Coordinator Nancy Hanson and Karen Roeber were
also present.
III. MINUTES
A. Approval of September 18. 2002 minutes. City Parks Commission Minutes
Eleanor Holbrook made a motion to approve the minutes as presented. Marlene Watson
seconded and the motion was unanimously approved.
IV. PUBLIC APPEARANCES
Daniel DeKorte formally invited the Park Commission members to attend his court of honor
for completing his Eagle Scout project. The ceremony will be held on October 26th @ 7:00
® p.m. at the LDS Temple, 2305 Taylor Road.
V. BUSINESS
A. Park Master Plan ---
Matt Samitore, a Community Planner for the City of Central Point, spoke about a
recent conference he attended by the Oregon Planning Institute and distributed
copies of "A Guide for Oregon Community Park & Recreation Planning". The guide
was developed by the Oregon Parks and Recreation Department (OPRD). Matt
stated that when it comes to open space we should keep an open mind. We need
to find out what kind of monies are available to cities and how can we get some of
it. OPRD has broken the state into regions and shown how all regions vary
depending on their needs. Some examples of how the regions vary are: Southern
Oregon lacks outdoor pools and the coast needs more campgrounds.
Matt stated how fast we are growing and it shows the lack of planning. We need
to create a Master Plan that answers the question "what does the City need?" It will
be a long process to create this document; taking anywhere from 6 months or
longer. Matt also stated that the committee has the support of the mayor and the
City Council. Some of the steps involved in the process of creating a Master Plan
include: mapping; presenting it to the public; creating a steering committee. It might
also involve an extra monthly meeting as well as an open house. We need to have
a Master Plan set in place before we would be able to receive any monies.
Matt suggested identifying the top 20 needs of the City and setting a time line.
The Park Commission was asked to review the OPRD handout and bring
suggestions to the next meeting. It was brought up that some cities will send the
guide out and have someone else do their Master Plan (costing approx. $80,000)
® while smaller cities will form a committee and do the work on their own.
We need to get a map showing an inventory of what facilities are in the city and
while there is no deadline for creating a Master Plan, the sooner one is developed
and adopted the sooner we will be able to apply for and receive monies.

Once there is an adopted Master Plan we will be able to do an annual review and
can make amendments. There will be flexibility to review and adjust the priorities
(1-20) over the years as needs change.
Some cities set up two committees (A Policy committee and a Steering Committee).
It was suggested that we set up just one committee to handle both responsibilities.
One thing that we will need to look at is trying to establish something that will set
Central Point apart from just being a bedroom community of Medford. The first step
will be to set up the committee between now and January 2003. Once that is in
place we should be able to have the Master Plan completed by June or July 2003.
Nancy has some background information so the committee can pull from that
information. We can also do another survey of what the people want and need
since the last survey was done two years ago.
The monies will be there every year and the first place that needs to be developed
is the nine acre parcel known as Don Jones Park. First let's form the committee and
get the Master Plan established then go after the money!
B. Skate Park: Purkiss-Rose
Purkiss-Rose-RSI will be coming up on November 6th to take a look at the skate
park site at CPE. They will give a presentation in the Council Chambers at 6:00
p.m. showing what they have developed and how they have incorporated the Youth
Skate Park Committee's drawings into their plans. The City Council and the Youth
Skate Park Committee will be invited to attend.

C. Don Jones Memorial Park -Request for Proposal (RFP)
RFP's were sent to three companies for the design phase of the Don Jones Park
site. Two were returned; one from KenCairn Environmental Design the other from
Covey Landscape Architecture. At this time they were still being reviewed, one is
substantially higher than the other and it has not yet been awarded. Nancy
mentioned that she would like to see a climbing wall incorporated into the plan (one
that would go horizontally instead of vertically). Public Works will award the RFP
quickly as we are on the fast track to getting a design in place for this site.
D. Name Recommendation for CPE Gym/Park
Nancy asked for name recommendations for the CPE Gym/ Park site. Jim made
a motion to officially recommend "Central Point Community Park" with the skate
park portion of the site being named "Tanzi Memorial Skate Park". The motion was
passed unanimously.
E. Program Report
Nancy said that there are 70 children in the Discover After School Program. 35 at
Mae Richardson and 35 at CPE with approximately ten people interested in starting
another site at Jewett. Nancy has spoken with District employees and the Jewett
site would not be able to be established until next year. Nancy will work on getting
® a grant to get money to fund the program. The $45.00 per month per student does
not cover expenses so the children will be holding a "Bowl-a-thon" fund-raiser to
help offset the costs of running the after school club.

VI. MISCELLANEOUS
It was mentioned that there are 2 or 3 new subdivisions getting started in the city. One is
being called Cascade Meadows and is located at the corner of Highway 99 and Beall Lane.
The other is at the old mi11 site and that development will include substantial parkland.
Central Point is exploding with growth!
Nancy mentioned that there is a basketball league in the CPE gym and January thru March
of 2003 is full until 9:00 p.m. She also mentioned that we are getting rental requests for the
firehouse for birthday parties and soon it might be necessary to have afacilities-manager
for some of these sites.
Next week is "Rodeo Week" starting with an art display, fashion show and dinner Friday
October 18th at the Expo. Next week will include a "cowboy cruise" a street dance (with
KRWQ) along with a barbecue and Mr. & Little Miss Rodeo contest.
Mack commented about the nice article on the skate park that was in the Mail Tribune. It
stated that placement was very important in the reduction of crime - if it is placed near the
front of the property and is visible from the street there is less crime and the same holds
true with the parking lot; it is as significant as the park.
Mack also asked if it was possible for teens to be on the Park Commission and Nancy
stated yes. They just need to submit a letter stating their interest in being a member of the
Park Commission. They would have to wait until next year before actually serving on the
Commission.
Marlene brought up the fact that there are not many trash cans on Pine Street and the ones
that are there are not very attractive. It was mentioned that those would be part of the
Downtown Beautification" and that the project has stalled.
A Park Master Plan study session was set up for November 19, 2002 @ 7:00 p.m.

VII. ADJOURNMENT .
The Central Point Parks Commission Meeting was adjourned by consensus at 7:00 p.m.
Next meeting is scheduled for November 21, 2002 6:00 p.m.
