CITY OF CENTRAL POINT
Park Commission Meeting
November 21, 2002

I. REGULAR MEETING CALLED TO ORDER
The meeting was called to order by Jim Harleman at 6:10 p.m.
II. ROLL CALL and INTRODUCTIONS:
Mack Lewis, Eleanor Holbrook, Marlene Watson, and Jim Harleman were present. Ralph
Hale and D.J. Sweet were absent.
Parks and Recreation Coordinator Nancy Hanson and Karen Roeber were also present.
Nancy introduced Casey Clark, a freshman at Crater High School, who would like to join
the Park Commission as a student member. She is very enthusiastic, has been a member
of 4H, National Jr. Honor Society and enjoys soccer, gymnastics and snowboarding. The
name will be presented to the City Council in December for approval of a youth
representative.
III. MINUTES
A. Approval of October 17, 2002 minutes, Citv Park Commission Minutes
Jim Harleman requested a change be made to the October 17, 2002 minutes under
Business - D. Name Recommendation for CPE Gym /Park. He asked that they read
as follows: Nancy asked for name recommendations for the CPE Gym /Park site. Jim
made a motion to officially recommend "Central Point Community Park" and then allow
portions of the park, such as the Skate Park, to be individually named. The motion was
passed unanimously.
Mack made a motion to accept the October 17, 2002 minutes with the change and Marlene
seconded.
IV. PUBLIC APPEARANCES
There were no public appearances.
V. BUSINESS
A. Update on Parks & Recreation Master Plan
It was suggested that we (the City of Central Point) adopt the Oregon Parks &
Recreation Department Guide to use as a guideline to put together our Central
Point Park Master Plan. Matt Samitore, a Community Planner for the City and
Nancy will take the information to the City Council regarding the process. The first
step is to introduce the idea and find members in the community to serve on the
committee. The process will last six months and will meet on alternate Tuesday
nights at 6:00 p.m.
The guidelines need to be set in order for us to receive Federal grants. Nancy
asked the Park Commission members to let her know of anyone in the community
• who might be interested in being part of this endeavor. Jim Harleman talked with
Candy Manry at School District #6 and she is very interested. There may be kids
in student government at Crater High School who would be interested -they would
need to make a commitment for the complete process. Eleanor said she has a few.
people in mind and that she will approach them first and then let Nancy know.
Nancy asked that anyone who has recommendations should get them to her by the
Monday after Thanksgiving weekend, December 2, 2002.
Nancy stated that the Park Master Plan in now thirteen years old. We will need to
® set park sites for the Master Plan; how much parks space per person; and she
would like to survey the community to see what their needs and wants are. The
results will need to be prioritized and goals set.
B. Summerfield Acquisition
A piece of land in the Summerfield Estates subdivision just under a 1/2 acre was
purchased by the City to be used as a park. The City would like to see it set up as
a park right away. The developer had wanted to split the piece of property and build
a house on half of it -rather than that the City decided to purchase the land and
build a neighborhood park. A neighborhood meeting will be set up to get their input
as far as what they want to see in the park (i.e. play area, picnic tables, etc.) The
site will need proper drainage and a name.
C. Pfaff Park Sign & Street Park Signs
Nancy showed pictures of the sign that was installed at Pfaff Park and stated the
dedication will be in July -when the Pfaff family will be here for a reunion, since they
donated $1,000.00 towards the cost of the sign. After showing pictures of the sign
it was decided that the other City park signs should be of a more simple design.
There is $5,000.00 in this year's budget for park signs so she is hoping to purchase
two or three more this year.
She also showed pictures of the City park signs that have been installed around
town with directional arrows showing where the City parks are located.
D. Construction of Glengrove -Name Recommendation
® There is a small strip of land along Glengrove Avenue near White Chapel Drive that
the City maintains and is being set up as a park. It is being built at this time and
will have a gazebo and picnic table. Mack stated he would like to see a few trees
put in and other plantings or shrubs. He also made a motion to name it "Glengrove
Wayside" and Eleanor seconded.
Mack also asked if there was an ordinance that requires developers to include open
space for parks.
E. Don Jones Entrance -Masonic Lodge
Nancy showed the design of the Masonic Lodge going to be built on Vilas Road by
the cemetery. They will be breaking ground soon for construction to begin. It now
shows they are planning on putting in a coffee kiosk, similar to "Dutch Brothers" or
"Human Bean" although that has not yet been approved by the Planning
.Department. It will be a shared parking lot for the Masonic Lodge and Don Jones
Park. One benefit to the park is that their building will available to rent for parties
or receptions. Traffic was mentioned as a big concern in that area and eventually
a traffic signal will need to be installed due to the increase in traffic.
F. Grants
Nancy just returned from a grant workshop in Salem and said the Land & Water
Conservation Fund will be getting 2 - 3 million dollars by May 2003. They have
changed the way the applications are scored i.e. if you have partnerships you
receive extra points. She stated Central Point has received three grants from this
fund in the past. She said OSU surveyed the state and in Southern Oregon,
® outdoor water facilities were high on the list of wants & needs so if we applied for
a grant for a waterpark we would score more points. Skatepark grants were given
to Florence and Woodburn.

' Mack and Nancy will pursue grants but will need help from others. They need help
in the form of letters of recommendation locking in strong partnerships and letters
of support from community leaders. We will seek a letter of support from County
Commissioner, Dave Gilmore. Central Point doesn't have a Boys & Girls Club to
partner with and the juvenile justice program now requires payment for services it's
for community partnerships. The Army reserves were mentioned as a possible
partner to do site prep work. The Navy Seabees is a lengthy process, you need to
ask at least one year m advance. Nancy stated she will contact civic leaders. The
grant is due January 17, 2003.
G. Recommendation for new Park Commission members
Nancy reminded everyone that Park Commission terms are one year appointments
and at this time we have two vacancies. She said that if anyone knows of persons
who are interested in becoming new members that they need to submit a letter.
H. Employee Recognition
Nancy said she would like to recognize the Park Department Staff (Don Dunn,
Corey Qualls and Bobbie Phillippi). She would like to give them a letter of
commendation or a certificate of recognition on behalf of the community for all they
do for the City parks. She would like to recognize them at a Council meeting and
the commission members all thought that was a great idea.
I. Community Christmas
Nancy reminded everyone that the Community Christmas will be held on Friday,
December 13 from 4:00 - 7:00 p.m. at the Firehouse where there will be crafts and
goodies for the kids. The tree lighting ceremony is scheduled for 6:00 p.m. at City
Hall. The festivities will include the Senior Singers and refreshments will be served.
J. Winter Recreation Program
Nancy handed out a list showing some of the upcoming classes that will be included
in the Winter Program. She let everyone know that she is always open for class
suggestions.
VI. MISCELLANEOUS
The old Masonic Lodge is being renovated and the pawn shop will be moving into that
location.
Nancy passed around a picture of Daniel DeKorte being presented his Eagle Scout award
at his court of honor that was attended by Nancy and Ralph Hale who presented Daniel an
eagle statue in appreciation of his achievement.
Nancy also showed updated pictures of the City parks -the last ones she had were taken
over a year ago so there have been many changes, including a pair of ducks and a beaver
at Flanagan Park!
VII. ADJOURNMENT
The Central Point Parks Commission Meeting was adjourned by consensus at 7:30 p.m.
Next meeting is scheduled for January 16, 2003 at 6:00 p.m.
