Commission Meeting Minutes
June 19, 2008
I. MEETING CALLED TO ORDER
The meeting was called to order at 6:15 p.m.
II. ROLL CALL
Parks and Recreation Commission members in attendance were:
Chairperson Kerry Bradshaw, Vice-Chairperson, Patricia Alvarez, Neil Olsen, Doug Palmer, David
Douglas, Nate Banry
Staff Present: Matt Samitore, Parks and Recreation Manager; Jennifer Boardman, Recreation
Supervisor; Shelly Brown Secretary II.
II1. MINUTES
1. Minutes from Parks Commission meeting of May 1, 2008 we approved. Patricia Alvarez
motioned for approval, Nate Banry seconded the motion.

1. Discussion of Boes Park was added to business items

VI. BUSINESS
1. Matt Samitore presented to the Parks Commission, a proposed resolution establishing every
city park over one acre in size shall have restroom facilities. Nate Banry motioned for
approval with the addition of "fully developed parks" to the wording and that the Parks
Commission recommends approval of this resolution to City Council. Patricia Alvarez
seconded the motion, all were in favor, none opposed.
2. Matt Samitore presented to the Parks Commission, an ordinance amending Central Point
municipal code section 9.68.150 pertaining to vehicles in parks be amended. Approval of the
proposed amendment would, by clearer definition, allow city police to cite people for
parking or storing vehicles in city park parking lots and give the parks department jurisdiction
to post signs prohibiting such action. Patricia Alvarez moved for approval of
recommendation to City Council for amendment of the ordinance, Doug Palmer seconded
the motion, all were in favor, none opposed.
3. Matt. Samitore informed the Parks Commission a local BMX organization has requested use
of a small area north of Boes park for its sporting activities. The organization will provide its
own liability insurance. Matt invited the Parks Commission to share their thoughts and
concerns regarding this request. No recommendations were made at this meeting. This
topic will be discussed in further detail at the September 18, 2008 Parks Commission
meeting.
Vll. MISCELLANEOUS
1. Matt Samitore informed the Parks Commission there will be Central Point Parks Foundation
meetings held in July and August. One of the main topics to be discussed in the meetings
will be organization of the Battle of the Bones fundraising event to be held in September,
2008. The Parks Commission was encouraged to attend the upcoming meetings and the
event itself.
2. Matt Samitore informed the Parks Commission the bid for building Don Jones Park came in
$80K higher than the engineer's projected estimate. The opening for new bids to be picked
up will be July 1, 2008. Bid documents will be opened on the 16th of July with start of
construction to begin on the first week of August. The city will consider hiring a local
plumbing business for implementation of the water spray park in an effort to reduce cost.
Consideration may be made for limiting the amount of parking lot space and park structures
until such time as budget and funding permits.
3. Jennifer Boardman presented the status of Art & Science Camp enrollments for 2008. There
are spaces available for 27, 7-9th grade students and 11, 4-6th grade students. There is a
considerable amount of scholarship money available to families, making the camp available
to participants for only $80-100 per camper. Jennifer encouraged the Parks Commission
board members to spread the news that this camp is available and encourage families they
know to register.
VIII. ADJOURNMENT
1. Adjournment was made unanimously at 7:10. All were in favor.
2. The next Park Commission meeting is currently scheduled for September 18, 2008 at 6:00
p.m. in the City Hall Council Chamber.
