ROLL CALL Mayor: Hank Williams Council Members: Taneea Browning, Brandon Thueson, Bruce Dingler, Mike Quilty, and Rick Samuelson were present. City Manager Chris Clayton; Parks and Public Works Director Matt Samitore; Planning Manager Don Burt; Community Planner Molly Bradley; and Public Works Assistant Cyndi Weeks were also present. III. APPROVAL OF MINUTES - None IV. DISCUSSION ITEMS A. East Pine Streetscape Project i. Objective of Study Session The objective of tonight is to get a feeling of what the council's opinion is on bulb-outs, street trees, lighting, and signalization. The engineers need some directions to take the planning of the project further. Overall, the project is to improve downtown, pedestrian environment and safety as well as to accommodate all modes transportation. ii. Overview of the Workshop Results including Committee preference: 1. Bulb-outs; The majority of the support was for elongated bulb-outs with rolled curbs at each intersection throughout the project with landscaping and furniture such as bike corrals. 1t Street already has elongated bulb-outs and 2nd & 4th Streets will also need bulb- outs since they will be signaled intersections. Neither bulb-out option affects the turn radius for normal passenger cars, nor is there a safety difference between the two types. A 30' truck can make the turns by swinging into the other lane, but semi-trucks will not be able to make the turns. The council would like to have outlines of each type of bulb-outs sprayed on the street to help them visualize what they would look like before they make a decision, though it seems that they were Development Commission Study Session July 25, 2016 Page 2 leaning towards elongated. Don will also come back with a more accurate drawing that shows exactly how many parking spaces would be lost. 2. Pedestrian lights; There are three sizes of decorative lights we use in the City. The tallest is 20' tall and hang the flower pots. The middle size is 18' and the shorter ones are 14'. Flower pots can't be hung on the smaller poles, so that needs to be taken into consideration as well. The general thought was that one smaller pole in the middle of each block with large poles on each corner might provide the best lighting. 3. Street trees; It was discussed whether trees should be uniform throughout or random placement but there was no conclusive decision. Something to consider is how many trees for each block and which type will be best to prevent blocking business signs. The two types of trees that are being looked at are columnar trees that grow taller and less wide, and oval trees that bush out and provide more shade. For comparison, Hwy 99 has 3 year old oval trees. Don expressed that having the same tree throughout that bloom together would be nice and that broad trees might compete with shop canopies. 4. Parking; Any addition of bulb-outs means a loss of parking spaces, however it reduces illegal parking by forcing drivers to park further from the intersection and improves pedestrian visibility. Depending on which options are chosen, downtown can lose between 0 and 17 parking spaces. 0 if no bulb-outs, 11 if rounded bulb-outs, and 17 for elongated bulb-outs are chosen. 5. Signalization; A Hawk pedestrian signal was discussed for the intersection of 7th which would give traffic a constant green light unless there are pedestrians wanting to cross. This signal would be better suited for 7th street because of the Post Office traffic. 6. Increasing the scope of the project to 7th street; It was favored to expand the project to end at 7th street and possibly having a gateway sign mid-block between 6th and 7th streets. The gateway has always been talked about but never done anything about. The council agreed that it should be put on Development Commission Study Session July 25, 2016 Page 3 the back burner for now and research should be done to get ideas from other cities. 7. Second St. Plaza (in front of Ray's) Such a time consuming project with a project such as this would require public input. It will eliminate all parking in front of Rays and require extra funding. For now, the council would like to put this aside and just leave it as a plain, wide sidewalk. iii. Next Steps Street Furniture/Landscaping specifications 1. Preliminary Cost Estimates 2. Phasing Options 3. Final Design 4. Engineering, Phase I iv. Questions CONCLUSION: There was no definite discussion on next steps. V. BUSINESS VI.
