Under the general grant of po>~vor end authority, Section 8, Article VII pf the city charter provides that the city council shall have the following au(h- orlty: "To cause the occuRants of buildings and lots and the own- ers thereof to remove any and_ all obstructions from the putilic highways, streets, alleys, cross- walks, gutters and sewers pad keep the satrSe in repair and in a free and clean condition in front of such abutting lots, each to the center of the strut, and punish neglect therefore, when neglected, may cause the same to be done by the town and collect any expenses incident thereto, together with a ten per- cent penalty of, such owners of abutting lots as special=assess- ments against the same, which may be collected in the manner provided in Sections 1 and 2 of Article XII of this act;' TI»s is net an set of the coun- cil, but is a part of the authority granted the council by a vote of the people, at the time oP the adoption of the charter.
