(This bid, however, was qunli- tied as void unless the firm was also low bidder on the plant job.} Il appears that Minnis & Shilling was low bidder tln both Jobs, but the council voted to refer oil bids to Engineer A. b. Most of the Items were approved as read, but one item of $3,800 in the general fund, which had been put in to provide for the hiring of a Illy auper(ntendent to supervise all the affairs of the city under the council and mayoq brought on quite a bit of ra(her caustic discussioh. Attar kalking [he matter over for some time it wue moved 4Y Councilman Cupp and seconded by Councilman ~Kelw that the item be dropped fl~om the bud- get for this yeas i Councilman Bigham brought up the matter of the proposed sidewalk on East Pine street. It seems that so far the engineer charged with drawing up a plan of the proposed improvement had failed to produce a plan according to the expressed wishes of lhe~councli. So it was proposed .to have the city attorney draw up a proper petition including such speeitications and the street committee will' then take it tq the lnt¢rested property owners for, signature. If the awner~ of they necessary two-thk•ds of the property! involved sign up the council can • then ~arder the walk ]old according to the desired specifications.
