MEETING CALLED TO ORDER AT 6:00 P.M.

Present were: David Painter, Lang Martin, Eric Snyder Linda Reel, Pat Smith;
Wade Six arrived at 6:15.
Also in attendance were: Tom Humphrey, Community Development Director,
and Karin Skelton, Planning Secretary.

Larry Martin made a motion to approve the minutes of the October 14, 2014
Citizen's Advisory Committee meeting. Eric Snyder seconded the motion. All
members said "aye". Motion passed.
IV. PUBLIC APPEARANCES - NONE
V. BUSINESS
Tom Humphrey addressed the committee referencing the Conceptual Land Use Plan
which was introduced at the last meeting. He stated that properly owners in the Urban
reserve Area (URA) had been noticed and that the planning commission would be
hearing it in February, so there would be ample time for property owners to attend and
voice their concerns. He stated the Citizen's Advisory Committee (CAC) acts as a
sounding board for the citizens of Central Point on issues that affect the community and
he was asking the CAC to recommend approval of the Conceptual Plan to the Planning
Commission. He showed a map displaying 8 urban reserve areas stating that the city has
created a concept plan for one of the areas (CP -4D). It is primarily owned by city and
county. It's mostly open space land. The next area has already been looked at by an
applicant- Cardmoore trucking. He said that in order to move here they need to be inside
the urban growth boundary and inside the city limits, so they initiated an application to

CP -41) which is the open space parkland we just mentioned. The applicant has given us a
conceptual plan but it is all pretty much one use. This is an effort on the part of planners
in the valley to formulate a concept for this area The draft plan reflects predominately
one land use type which is employment. This use allows us to include industrial and
commercial. He stated the Concept Plan is a general land use guide. It doesn't have the
effect of law until it is incorporated into the urban growth boundary. Right now it is fairly
flexible so that is why we want the public's input.
The Tolo area consists of 542 acres and is 100% employment. No residential.
Additionally ODOT has limited what can be done there. The plan calls for any
commercial uses to be located in the interior and not visible from the freeway. They
would be intended to primarily service the immediate area The Conceptual plan changes
would not affect current residents. He stated that utilities need to be supplied to the area
and this concept plan helps to plan for that. Bringing water out there is key to
developing the area
He informed the Committee that the irrigation district would be included in discussions
about developing the area.
The public portion of the meeting was opened
Wayne Horcross addressed the Committee. He stated he owned Southern Oregon Ready
Mix on Blackwell road. He wondered if the state would still be in charge of upkeep on
Blackwell road. Mr. Humphrey answered it will remain a state highway and will be
maintained by the state. He indicated it is actually an advantage because the state will be
able to spend money for improvements.
Tom and Judy Smurrynski addressed the Committee. They stated they own adjacent
property and wondered about the effect this development would have on their property.
Mrs. Smurzynski indicated she was concerned about traffic increase in the area She
presented a letter written by Bill Williams, another property owner, for the Committee's
review. He anticipated that building in that area would not begin for a number of years,
but the boundaries were firmly set at this time.
Ron Martinson who owns property adjacent to the area was concerned that his property
was left out of the services planned to be brought to the development. Mr. Humphrey
answered that because the boundaries had been firmly set over a period of years with
input from many agencies it was unlikely that it would change to include or exclude more
parcels.
Alan Payne addressed the committee. He owns adjacent property. he questioned that if
they were annexed into the city, would their land use have to change? Mr. Humphrey
responded that he had never seem the City forcibly annex anyone into the City.

Linda Reel asked if the concept plan included fire and emergency services.
Mr. Humphrey answered that currently any development would be required to prove they
had adequate water prior to development and that services would eventually be brought
out to the location.
The Public Portion of the meeting was closed.
Wade Six asked about the storm water runoff and at what point would the natural
channels become inadequate? Mr. Humphrey responded that there are limitations to
impervious surface in the development of an area and runoff has to be incorporated into
any development plan. Concern was expressed with regard to bio swales and mosquito
problems. Mr. Humphrey answered that we now have vector control and mosquito
abatement to help with any mosquito problems.
The Committee asked how LAMP 35 was progressing. Specifically issues regarding
traffic from large trucks. Mr. Humphrey answered that the state had their plan in place.
They would be doing the improvements which would include selected intersections to
access the internal property thus minimizing the chance that all traffic would use the
same routes.
The committee asked about the status of Gibbon Acres. Mr. Humphrey indicated that
Both Gibbon Acres and the Expo were incorporated into the City's agreement with the
County as areas of mutual planning concern.
The Committee indicated they would like to include wording in the Conceptual Plan
specifically addressing bringing emergency services into the area.
Wade six made a motion to recommend approval of the Conceptual Plan to the City
Council with caveats regarding police & emergency services being added. Eric Snyder
seconded the motion. All members said aye. Motion Passed.
Mr. Humphrey updated the Committee with regard to the current status of the medical
marijuana issues in the City. He stated that the present moratorium will last until May.
The city attorney advises that we take the current language and rules and apply them to
both medical and recreational marijuana and continue to keep the same buffer mites.
A question was asked as to whether or not the City would tax marijuana. Mr. Humphrey
responded that under Measure 91 there would be a provision for the city to impose taxes
on marijuana.
The committee also asked questions regarding the supply chain of marijuana and the
licensing of growers. Additionally they were concerned with procedures for waste

Mr. Humphrey responded that medical dispensaries law deals with both of those.
He informed the CAC that currently a laboratory has applied to open a testing facility in
the city. It is a legitimate laboratory which tests various substances including herbs and
medicines. The laboratory would also test cannabis. He stated that he would request the
police chief to address the CAC regarding the monitoring of marijuana in the city limits.
Mr. Humphrey informed the Committee that there were several current issues in the City,
Beebe Woods was being replatted and would soon be building units, Gray court was
beginning construction and the Expo was inquiring about possibly developing an RV
park for use by exhibitors. Additionally, Jackson County would be annexing property on
Hamrick road into the city for their new Justice Court Building and Federal Express was
going to be adding a 32,000 square foot addition to their existing building on Federal
Way.
